The Port of Stewart required a business plan which made use of idle port facilities. This port community needed an economic development stimulus which took advantage of the town's main asset, its strategically located port facilities. Lauga & Associates developed a plan for the export of gravel. The basis of the plan was to use the gravel export business as the means to sustain Stewart's bulk terminal facilities so that continued shipments of other products such as mineral concentrates and forest products could be maintained. The source of gravel was to be an aggrading river which was becoming a flood control threat to Stewart. Overseas markets for gravel were investigated based on the use of high capacity self-discharging bulk carriers.
